New Laws Take Effect October 1

Several bills of interest to MPS members passed during the 2026 Maryland General Assembly session take effect on October 1, 2026. Please see the list below for more details.

HB 340 (SB 238): School Psychologist Interstate Licensure Compact: Enters the School Psychologist Interstate Licensure Compact for the purpose of authorizing licensed school psychologists who hold multistate licenses to provide school psychological services in member states; establishes requirements for multistate licensure; establishes the School Psychologist Interstate Licensure Compact Commission; provides for the withdrawal from the Compact; etc.

HB 1012: Public Health – Local Suicide Fatality Review Teams – Authorization: Authorizes a county or municipality to establish a local suicide fatality review team to coordinate with local child fatality review teams and the State Suicide Fatality Review Committee; authorizes a team to review suicide deaths in the county, identify factors associated with suicide, promote coordination among entities, and develop recommendations to prevent suicide; provides that information acquired by a local team is confidential and exempt from disclosure under the Maryland Public Information Act; etc.

SB 707: Mental Health Law – Danger to the Life or Safety of the Individual or of Others – Definition (Right to Treatment): Defines “danger to the life or safety of the individual or of others” for purposes of the involuntary admission of individuals with mental disorders to a facility or Veterans’ Administration hospital and the emergency evaluation of individuals with mental disorders.
